When will a F.E.A.R. demo or "test" be publically released?
Well there's been various pre-beta and beta F.E.A.R. SP and MP demo tests released, but the SP demo and MP demo are already out, which you can find available for downloading here and here at Sierra, both weighing 662.2MB and 462.3MB, so yes, beware, 33.6k-56k dial-up modem users...
When will the F.E.A.R. SDK be released?

What engine does F.E.A.R. use?
F.E.A.R. is based on a revamped build of Lithtech's latest engine that was used to power the NOLF series games, embracing the era of programmable Shader Model 1.x-3.x+ technology with soft shadows, movie-quality high polygon counts, specularity and parallax mapping all over the environment, lifelike A.I and real-time Ragdoll physics, and etc.
What about F.E.A.R.'s system requirements?
The system requirements (and recommendations, for that matter) have already been announced, which you can find on our system requirements page.
Single Player FAQ
What is F.E.A.R.'s Single Player like?
F.E.A.R.'s singleplayer is quite a hyper-stylistic, highly-intensive, horror driven experience, using tactics other than "jumping" in order to scare you, and relies on the engine in order to simulate various physics and A.I based challenges, puzzles, and sequences, also delivering special abilities such as "slowing down time" a la The Matrix bullet-time.
Multiplayer FAQ
What is F.E.A.R.'s Multi Player like?
F.E.A.R.'s multiplayer component features both deathmatch, team-deathmatch, elimination, and capture the flag modes, and again, heavily takes advantage of the engine with use of Havoc's Ragdoll physics engine and tons of Direct3D X renderer powered particles and volumetric smoke/foilage effects as well as other graphical goodies that add atmosphere to the experience.

What can we do with this FAQ (distribution wise)?
I'd personally prefer it if you didn't distribute it as the net can be quite a mess at times and often difficult to control, and this FAQ is under-construction anyway, so it's frankly ideal that you don't do so.
